ASCEND LA: DATA ANALYSIS AND CONTRACT FORECASTING

 

OPPORTUNITY DESCRIPTION

To support the goals of the Ascend LA initiative, we are seeking an independent consultant to assist LISC LA with identifying and forecasting relevant contracting opportunities at the County of Los Angeles. The consultant will be responsible for:

  • Analyzing and organizing technical data from County departments in order to predict relevant contracting opportunities for diverse small businesses in 10-12 pre-determined industry sectors that will go out to bid in the next 3 – 36 months;

  • Creating data solutions to index and streamline contract opportunities in order to increase contract visibility among underserved small businesses throughout the County who are not typical supply chain vendors;

  • Interacting with contracting officers and other key procurement staff, including telephone discussions and virtual meetings to review and follow-up on related data requests; and

  • Meeting with LISC LA and other Ascend LA partners, at minimum, on a bi-weekly basis to review project updates on deliverables.

SKILLS AND QUALIFICATIONS

LISC LA is looking for a consultant with the following skills and experience:

  • Strong quantitative and problem-solving skills and experience with empirical methods and data analytics including working with large, complex micro - data sets, building applied statistics or econometrics models, and conducting research;

  • Ability to think outside of the box and develop novel strategies for analysis. This includes the ability to distill complex material into actionable recommendations;

  • Ability to interface with all supervisory and frontline public sector staff, including senior management and other respective stakeholders both in and outside government;

  • Proficiency with one or more of the following languages Python, SQL, R;

  • Proficiency with database management systems including MS SQL Server, Oracle, etc; and

  • Experience and background in procurement systems or supply chain products a plus.

PROPOSAL REQUIREMENTS

All interested parties must provide a:

  • Statement of Interest (1 page max)

  • Resume/Portfolio that details relevant prior experience and representative projects (3 page max)

  • 3 References

  • Fee proposal with detailed activities and timeline to accomplish the scope outlined above.

    • Fees not to exceed $80,000.

    • Consultants must submit bids with fees assigned for each task or deliverable identified in the Opportunity Description, above.

    • The fee you quote should take into account and be inclusive of all ancillary charges (phone charges, software fees etc).

Proposals are due by July 17, 2020, rolling deadlines apply thereafter. Select candidates will be asked to attend an in person interview as early as the week of July 20, 2020.
